Heat butter in a small pot, whisk in flour, and cook it for a minute.

Whisk milk gradually into the roux. Stir until thick (around 5 mins), turn off the heat, and mix in cheese. Add salt and pepper to taste.

Pour warm cheese sauce over fries. Add bacon, drizzle sour cream, and sprinkle the green onions on top.
